Corruption in Nothampton County and Its Seat Easton
An officer of that orgnization is the corrupt Easton City Councilman Ken Brown, a conspirator with other officials of Northampton County and its seat Easton of the city’s predominantly African-American Dutchtown-Gallows Hill neighborhood, which he and his collaborators sacrificed to the county and the city for the county courthouse and prison expansion, a boondoggle that in itself is a major fraud.
Shiloh is not the only Christian non-profit that has ripped off the taxpayers of the two municipalities, Northampton County and Easton. They have also been taken to the cleaners by the Allentown Catholic Diocese, now in the news again with the sentencing of former St. Bernard’s Catholic Church pastor for violations of his parole stemming child pornography convictions.
The diocese collaborated with Northampton County Council President and Easton-Area representative J. Michael Dowd in willful violations of the county’s Home Rule Charter. He led council in the county’s leasing of the parish’s parking lot at the intersection of 5th and Lehigh streets and Rosewood Avenue (the location directly across the two Rosewood Court appartment buildings, one owned and occupied by Rachel Haddad, from the residence of Ken Brown.
These two buildings are also adjacent to the large lot the Easton Boys’ Club bought for a soccer field that Northaampton County from the Easton Boys’ Club that had purchased the property for a soccer field.
Northampton County right now is negotiating with Haddad and her neighbors to buy their buildings to relieve the government center parking crisis created by Brown, intermim Easton Mayor Michael McFadden, and Easton zoning officer and planning and development director Robert O’Neil:
At the urging of Brown, who blamed overcrowded parking on the Easton Nursing and Praxis Alzimer homes but in fact was created earlier for county parking, McFadden and O’Neil falsified the county’s parking application for its courthouse and prison expansion; McFadden and O’Neil committed this fraud to “give” the county the number of off-street parking spaces required by Easton’s zoning ordinandes.
Easton officials have been perverting these ordinances for years now as payback to their political campaign contributors.
And who can forget that Shiloh Baptist Churce, Shiloh Community Services’ parent non-profit, leased its huge parking lot to the county in a desperate effort to satisfy Easton’s off-street parking ordinances - and then never utilized it.
This is only one reason why Pennsylvania Governor Edware Rendell appointed Dowd’s and council’s co-conspirator Executive Glenn to the corrupt Delaware River Joint Toll Bridge Commision (DRJTBC) controlled by Rendell, current New Jersey Governor Jon Corzine, former New Jersey Governor Jim Florido and his Phillipsburg and BethWorks Now partner, ane former P’Burg mayor and current DRJTBC Chairman Philip Mugavero now control.
The Drew Lewis referred to in The Excess-Times link succeeded as the county’s director of community and economic development his predecessor whom the Billybytes publications (and the mainstream media) exposed as spousal swapping with a New Jersey dentist and his wife in a motel room in Myrtle Beach, South Carolina, in the the company of both couples’ minor children.
As for Lewis, when he appeared before county council to have his nomination to his new position by his politidal benefactor Glenn Reibman, he refused council’s request to identify the clients of his private consulting business.
Lewis refused but council under the leadership of the corrupt Dowd confirmed him anyway.
Reibman, Lewis, co-conspirator and Republican Party traitor former Forks Township supervisor and county council member Tim Merwerth, also author with Republican Party turncoat Nicholas R. Sabatine III, Esq. and county council solicitor Brian Monahan, of the fraudulent ordinance purporting to amend the articles incorporating the county’s illegal General Purpose Authority for the purpose of issuing the illegal 2001 $111 million megabond that still to this day is the source of the county’s and its seat Easton’s corruption.
This fraudulent ordinance was foisted on the unwitting taxpayers of Northampton County under the smokescreen of setting Northampton County Councilman and WAEB-FM radio host Ron Angle as a racist and anti-Semite, a conspiracy aided by the relentless negative coverage of The Excess-Times, Angle’s political enemies, and, sadly, leaders of the county’s Christian and Jewish religious leaders.
Dowd (District 1, Angle (District 4), District 1 council representative Ann McHale, and Lamont McClure (District 3) will be up for re-election next year.
It is shaping up to be an interesting and exciting election.
In closing, I was at the Northampton County Council meeting when a pastor came before it to request a Keystone Opportunity Expansion Zone (KOEZ) tax exemption for Shiloh Community Services.
I objected, pointing out that the pastor should first make his request to Easton City Council, the lowest level of the three taxing jurisdictions since Shiloh Community Services is located in Easton, before coming before the other two taxing jurisdictions, the Easton Area School District (EASD) and Northampton County itself.
That was one of the few times when Dowd and his council accepted my advice and denied Shiloh Community Services the exemption.
And this is the core of the KOZ and LERTA (Local Economic Revitalization Tax Abatement) political patronage and influence-peddling corruption.
Former Easton City Councilman Bill Houston persuaded his fellow council members to add Shiloh Community Services to the Easton LERTA, which until then had been confined to downtown Easton north of the flood-prone Lehigh River.
Shortly afterward, Houston left council to become a “tipstaff” to one of the county’s corrupt Court of Common Pleas judges, Jack Panella, I believe, who presided over the notorious trial of Ed “Bernie S” Cummings in the mid-1990s, a subject I will write more about later to illustrate the corruption in the Pennsylvania and federal prison system, including the prisons in Northampton, Lehigh, and Bucks counties.
Unfortunately, my success in the Shiloh Community Services KOEZ request has not extended to the sacred cow Lafayette College. It is still enjoying preferential tax treatment through the auspices of the county and its notoriously corrupt General Purpose Authority, which, now that Drew Lewis is gone, is being run by John Kinglsley (I’m still trying to learn if he is related to Ellen S. Kingley, the Easton lawyer hired by Northampton County’s Agency on Aging and Children, Family, and Youth to railroad octogenarian Plainfield resident Anna Mae Kessler out of her home and into house arrest in an assisted-living facility in Bushkill Township).
But John Kingsley definitely is the county official who had deputy sheriffs eject me from the council meeting chambers and Kingsley’s office as I was trying to locate the documentation on Palmer Township’s, the EASD’s, and the Palmer Towne Center Shopping Center’s request for a tax abatement for the shopping Center’s development - on the site of a polluted industrial site previously owned by the defunct Bethlehem Steel Corporation and never remediated under federal CERCLA (Comprehensive Enviromental Response Compensation and Liability Act) statute.
The Palmer Towne Centre project was approved by all three taxing jurisdictions, though it is still draining all three of critically needed revenue, in order to set a precedent for adquiring the Steel’s 1600-1800 acres in South Bethlehem for a casino and Lou Pektor’s Riverport project and also the Martin Towers Building now owned by Pektor and a developer named Joe Posh (more about him later).
Pennsylvnia replaced CERCLA with the watered-down BAT or Brownfield Action Team, which with Taggart Associates, Arcadia Properties, Lafayette College, the Keystone Innovation zone (KIZ) of Rendell and the state legislature, and Rendell’s departments of environmental protection and community and economic development, and the Lehigh and Northampton Transporation Authority (LANTA) are using to creat Riverview in Easton.
This public-private partnership of developers have already erected a billboard on Route 22 West in Phillipsburg advertising Riverview before the project has been officially approved by the Easton Historical Commission and adjudicated in the Northampton Court of Common Pleas as an appeal from the corrupt Easton Zoning Hearing Board’s illegal granting of special exceptions and variances for the Riverview project.
These developers are trying again to get away with what they did in granting variances for Theodore Kheel and Peter Koehler’s The Eastonian and Abraham Atiyeh’s building on Easton’s S. 4th St. that he leases to the federal General Services Administration for occupancy by the Social Security Administration.
